Appropriates $2,393,047 to the Arkansas Tobacco Settlement Commission for fiscal year 2011-2012, including regular salaries ($148,539), personal services matching ($43,638), operating expenses ($197,870), conferences and travel ($3,000), professional fees ($1,000,000), and tobacco settlement grants ($1,000,000).

Establishes maximum of 3 regular employees: Tobacco Settlement Commission Director (Grade C124), Grants Coordinator (Grade C119), and Administrative Specialist III (Grade C112).

Requires the Commission to file quarterly progress reports to the Public Health, Welfare and Labor Committees and hire an independent third party to conduct biennial monitoring and evaluation of tobacco settlement fund expenditures.

Prohibits transfer of appropriations under Arkansas Code 19-4-522 except as provided in the act, with certain budget classifications transferable only with Chief Fiscal Officer approval and Legislative Council authorization.

Declares an emergency effective July 1, 2011, finding that appropriations are essential for agency operation and one-year appropriations are constitutionally required.
