Prohibits local governments (cities, towns, counties) from enacting ordinances or regulations pertaining to ownership, transfer, transportation, carrying, or possession of firearms, ammunition, or firearm components, except as provided in state or federal law.

Allows local governments to enact ordinances regulating or forbidding unsafe discharge of firearms.

Prevents local units of government from bringing lawsuits against firearm or ammunition manufacturers, trade associations, or dealers for damages, abatement, or injunctive relief related to lawful design, manufacture, marketing, or sale of firearms or ammunition; reserves this authority exclusively to the State of Arkansas.

Permits local governments to sue firearm or ammunition manufacturers or dealers for breach of contract or warranty regarding firearms or ammunition purchased by the local unit of government.

Prohibits local governing bodies from enacting emergency ordinances regulating transfer, transportation, or carrying of firearms, even following a gubernatorial proclamation of a state of emergency; allows individuals whose firearms are seized in violation of this prohibition to bring court action for return of the seized firearm.
