Appropriates $1,387,145 to the Department of Rural Services from the Miscellaneous Agencies Fund for state operations, including $242,940 in regular salaries, $72,401 in personal services matching, and grants for rural communities ($400,000), rural fire protection ($500,000), and county fair improvements ($100,000)

Authorizes a maximum of 6 employees for the department: 1 Director ($85,521), 1 Assistant Director (Grade C121), 3 Grants Analysts (Grade C117), and 1 Administrative Specialist III (Grade C112)

Appropriates $65,000 from cash funds for conference expenses and $1,050,048 from the Wildlife Recreation Facilities Fund for wildlife recreation grants ($1,000,000) and related operational costs

Appropriates $100,000 from the Animal Rescue and Shelter Trust Fund for grants to counties or municipalities for animal rescue and shelter infrastructure and operations

Authorizes the Department of Rural Services to retain up to 1% of General Improvement Fund moneys received for administrative costs and allows unexpended balances to carry forward for use in subsequent fiscal years
