Establishes 3 employees for Alternative Dispute Resolution Commission with total appropriation of $287,438 from State Central Services Fund, plus $250,000 from cash funds for operating expenses.

Appropriates $8,322,303 for Division of Dependency-Neglect Representation with 38 employees, including funding for ad litem attorneys, local CASA program grants ($1,151,700), and parent counsel reimbursements ($2,114,886).

Appropriates $6,032,203 for Judicial Fine Collection Enhancement with 40 employees and $2,000,000 for operating expenses related to state court automation system.
