Amends Arkansas Code § 11-10-507(3)(A) to require unemployment benefits applicants to pass a drug screen approved by the Department of Workforce Services or a United States Department of Transportation-qualified drug screen as part of demonstrating physical and mental ability to work.

Establishes a random sampling drug testing program where applicants must be tested before their first weekly benefits payment and before the thirteenth week of weekly benefits payments.

Requires applicants to pay for their own drug screens and makes refusal to submit to testing or a positive test result grounds for ineligibility to receive benefits.

Directs the Department of Workforce Services to adopt rules establishing approved drug screens, approved administering entities, and an approval process for both screens and entities.

Becomes effective July 1, 2011.
