Amends Arkansas Code § 24-10-304 to allow municipal police agencies whose officers were covered by the Arkansas Public Employees' Retirement System on July 1, 1997, to transfer employees hired after July 1, 1997, to the Arkansas Local Police and Fire Retirement System.

Requires agencies electing to transfer to notify both retirement system boards in writing and provide a resolution from the governing body of the police agency stating intent to transfer coverage.

Authorizes transfer of all sums of money paid into the Arkansas Public Employees' Retirement System to the Arkansas Local Police and Fire Retirement System for transferred officers.

Creates an exception to the mandatory enrollment requirement: employees are exempt if they are already members of the Arkansas Public Employees' Retirement System at time of hiring, continue to receive public safety credit, and serve in an elected position.

Changes terminology from "municipal police department" to "agency" throughout the statute.
