Establishes a maximum of 5 regular employees for the Arkansas Department of Aeronautics for fiscal year 2011-2012, including an Aeronautics Director at $90,191 and positions for an Assistant Director, Engineer, Grants Coordinator, and Executive Assistant.

Appropriates $15,636,131 from the Department of Aeronautics Fund for personal services and operating expenses, including $325,123 for regular salaries, $88,479 for personal services matching, and $200,029 for maintenance and general operations.

Appropriates $15,000,000 for grants to cities and counties from state funds and $12,000,000 from federal funds for the same purpose.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.

Declares an emergency effective date of July 1, 2011, citing the constitutional prohibition on multi-year appropriations and the necessity for immediate agency operation.
