Establishes an initial $100,000 limit on active unpaid bond forfeiture judgments for each bail bonding company, calculated using the face value of forfeited bonds.

Triggers license suspension when a company's unpaid bond forfeitures reach $100,000 or the total amount of its security deposit posted with the Professional Bail Bond Company and Professional Bail Bondsman Licensing Board, whichever is higher.

Allows suspended licenses to be reinstated if the company posts additional security deposits exceeding unpaid forfeitures, pays judgments below security deposit levels, or obtains a court order releasing it from liability on the forfeiture.

Specifies that bond amounts released by court order do not count against the company's unpaid forfeiture limit.

Caps the unpaid bond forfeiture limit at $100,000 unless additional security is posted, with the maximum limit equal to the company's total posted security deposit or $100,000, whichever is greater.
