Amends Arkansas Code § 23-112-604 to clarify the Department of Arkansas State Police may promulgate necessary rules and regulations to implement, enforce, and administer used motor vehicle dealer licensing requirements.

Allows the department to cancel a dealer's license if the dealer fails to maintain requirements set forth in § 23-112-607(a) and (c) or pleads guilty or nolo contendere to or is found guilty of a third violation of § 23-112-605.

Amends Arkansas Code § 23-112-611(b) to clarify that a designated employee of the Department of Arkansas State Police, in addition to officers, may inspect records maintained by used motor vehicle dealers during reasonable business hours.

Specifies that dealer records subject to inspection include bills of sale, titles, odometer statements, invoices, affidavits of alteration, and reassignments executed in connection with transactions.
