Appropriates $9,650,154 for the Department of Human Services - Division of State Services for the Blind for the fiscal year ending June 30, 2012.

Establishes a maximum of 74 regular employees across various positions including department directors, rehabilitation counselors, teachers for the blind, and administrative staff.

Authorizes up to 14 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates funds as follows: $3,063,236 for regular salaries, $40,000 for extra help, $990,810 for personal services matching, and $3,333,558 for purchase of services, plus $1,363,500 for professional fees and $734,050 for operating expenses.

Takes effect July 1, 2011, with emergency clause declaring the appropriation essential to agency operations.
