Establishes maximum of 171 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2011-2012, including positions ranging from Executive Director to Administrative Specialist I.

Authorizes up to 13 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $17,780,570 for personal services and operating expenses, including $6,325,916 for regular salaries, $2,139,803 for personal services matching, and $4,189,209 for operating expenses.

Appropriates $73,760,622 in federal grant funds, consisting of $21,469,372 for Child Care Development Discretionary and $52,291,250 for the Child Care Food Program.

Appropriates $26,359,437 for Child Care Grants/Aid and $187,537 for loan guarantees and grants; declares emergency clause to make act effective July 1, 2011.
