Establishes maximum of 161 regular employees for the Department of Human Services - Division of Youth Services for fiscal year 2011-2012, with specified job classifications and salary grades.

Appropriates $11,561,316 for operations, including $5,892,932 for regular salaries, $1,999,736 for personal services matching, and $3,012,380 for operating expenses.

Appropriates additional funding from various sources: $1,970,215 from Juvenile Accountability Incentive Block Grant Trust Fund, $2,500,000 for community-based sanctions, $20,502,140 for community services, $5,623,293 for federal child and youth service grants, and $30,326,648 for residential services.

Authorizes 34 temporary or part-time employees as "Extra Help" and establishes 120 contingent educational services positions (school principals, teachers, counselors, paraprofessionals) available if Division cannot continue private provider contracts.

Implements restrictions on community-based residential programs housing juveniles adjudicated for Class A felonies or sexual offenses, requiring resident notification within 1,000 feet and public hearings at least 10 days before contract effectiveness; transfers $240,000 to Juvenile Ombudsman Program and $400,000 to local juvenile detention facilities.
