Amends Arkansas Code § 17-40-102 to renumber definition subsections (28) and (29) to (29) and (30), adding a new definition of "state agency" as any agency, authority, board, bureau, commission, council, department, office, or officer of the state receiving a General Assembly appropriation

Redefines "Supervisor of technicians" as an individual employed by an alarm systems company who supervises alarm systems technicians or apprentices and may install, service, or repair alarm systems on site

Redefines "Undercover agent" as an individual hired by another entity to perform a job and act as an undercover agent, employee, or independent contractor supervised by a licensee

Adds new subsection (f) to Arkansas Code § 17-40-329 allowing a valid registration card to serve as evidence of no felony convictions, Class A misdemeanor convictions, violent crime convictions, or moral turpitude crimes when a state agency requires a criminal background check
