Establishes 225 maximum regular employees for the Department of Veterans' Affairs for fiscal year 2011-2012, including positions ranging from ADVA Director at $94,435 annually to various nursing, administrative, and support staff positions organized by grade classification.

Appropriates $1,460,943 from the Miscellaneous Agencies Fund for State Operations, including $818,528 for regular salaries, $286,341 for personal services matching, and $283,500 for aid to county veterans' service offices.

Appropriates $4,510,521 for Veterans' Home Division - State operations, including $2,624,074 in regular salaries, $31,000 for extra help, and $1,016,633 for personal services matching.

Appropriates $7,052,421 for Veterans' Home - Fayetteville operations from cash funds, including $3,031,572 in regular salaries and $1,153,572 for personal services matching.

Appropriates $7,139,250 in federal funds for construction of an Arkansas State Veterans' Cemetery in Cross County (Birdeye) and additional funds for veterans cemeteries and home operations; establishes emergency clause making the act effective July 1, 2011.
