Establishes a maximum of 33 regular employees for the Department of Education's Division of Public School Academic Facilities and Transportation for fiscal year 2011-2012, including positions such as director, assistant director, project managers, and transportation inspectors.

Authorizes up to five (5) temporary or part-time employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $2,593,830 for operations, including $1,550,336 in regular salaries, $496,523 in personal services matching, $323,321 in operating expenses, $207,500 for safety training, and $13,650 for conferences and travel.

Appropriates $153,511,538 for grants, aid, and special programs including the Academic Facilities Partnership Program ($150,000,000) and Academic Facilities Catastrophic Program ($3,511,538).

Grants the Director authority to request appropriation transfers and budget adjustments with approval from the Chief Fiscal Officer and the Arkansas Legislative Council or Joint Budget Committee, limited to no more than two transfer requests per fiscal year.
