Amends Arkansas Code § 14-362-109(19) to modify the powers of regional airport authorities regarding tolls and fees for vehicular use of airport roads and facilities.

Caps tolls and fees charged by private off-facility parking services at airports in counties with populations of at least 360,000 and cities with populations of at least 175,000 adjacent to navigable rivers at the local sales tax rate of the municipality where the airport is located.

Requires private off-facility parking services to have full access to drop off and pick up airport passengers with the same queuing access as commercial shuttles, limousines, taxi cabs, and airport-owned vehicles.

Authorizes regional airport authorities to establish reasonable tolls and fees in accordance with industry standards and to classify vehicles for fee purposes.
