Appropriates $46,090 to the Arkansas Home Inspector Registration Board from the Arkansas Home Inspectors Registration Fund for various operating expenses for the fiscal year ending June 30, 2012.

Requires that fund disbursements comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws and Department of Finance and Administration regulations.

Directs that appropriated funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing constitutional restrictions limiting appropriations to one-year periods and the essential need for immediate funding to operate the agency and provide governmental programs.
