Allocates funds as follows: $1,000 for operating expenses, $10,000 for professional fees, and $0 for conferences/travel, capital outlay, and data processing.

Requires the agency to request legal services from the Attorney General before employing private attorneys, with Attorney General certification required for each instance of special counsel employment or annually for retainer-based counsel.

Mandates compliance with state procurement, accounting, budgetary procedures, revenue stabilization, and salary restriction laws when disbursing appropriated funds.

Becomes effective July 1, 2011 under emergency clause provisions, as required by the Arkansas Constitution which prohibits appropriations for more than one-year periods.
