SB221 Summary

• Requires the Department of Finance and Administration to establish and maintain a public website database of state government expenditures accessible at no cost to users.

• Website must be operational by July 1, 2012, and present expenditure data starting with fiscal year 2013, retaining at least 10 years of historical data.

• State agencies must report expenditure data by budget classification, general ledger code, vendor, and year-to-date amounts; revenue by funding source; employee compensation by name, title, and annual salary; and contract and bonded indebtedness information.

• Applies to all state agencies except institutions of higher education, including the Governor's office, legislature, judiciary, constitutional offices, and the Arkansas Lottery Commission.

• Department must report annually to the Legislative Council the names of agencies failing to provide required information, with reports posted on the transparency website.
