Reappropriates balances from Act 288 of 2010 to the Arkansas State Highway and Transportation Department, effective July 1, 2011, totaling $1,054,993 across six capital improvement projects.

Item (A): $29,345 for grants to counties and municipalities for public roadway operating, construction, improvements, renovation and maintenance.

Item (B): $702,045 for construction and renovations of Tourist Information Bureaus at Blytheville, West Memphis, and Lake Village.

Items (C)-(F): $30,000 for infrastructure needs, $40,000 for intermodal facilities and infrastructure projects, $83,603 for repairs and renovations, and $170,000 for state highway repairs, construction, and maintenance.

Requires compliance with state purchasing, accounting, budgeting, and fiscal control laws; prohibits use of maintenance and general operations funds for these projects; and declares an emergency effective date of July 1, 2011.
