Reappropriates unexpended capital improvement funds from Act 289 of 2010 for Arkansas higher education institutions effective July 1, 2011, including universities, community colleges, and the Department of Higher Education.

Allocates funds across multiple institutions for campus renovations ($3.1M Henderson State), construction projects ($4M Arkansas Tech academic classroom, $7M University of Central Arkansas science building), deferred maintenance, and equipment/library renewals.

Appropriates funds from the General Improvement Fund and Arkansas Natural and Cultural Resources Grant and Trust Fund for specific campus projects ranging from $10,000 to $8M depending on institution and project type.

Permits institutions to supplement State Treasury funds with grants, donations, federal funds, and unobligated cash income for projects while prohibiting use of Maintenance and General Operations appropriations for these capital purposes.

Establishes emergency effective date of July 1, 2011 and requires funds to be disbursed in compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws.
