Establishes a maximum of 775 regular employees and 795 temporary/part-time employees for the Department of Parks and Tourism for fiscal year 2011-2012.

Appropriates $21,511,215 from the Parks and Tourism Fund Account for personal services and operating expenses, including $14,829,404 for regular salaries and funds for maintenance, grants, tourism promotion, and advertising.

Appropriates $33,592,391 from Conservation Tax proceeds for salaries, extra help, operations, construction ($15,757,587), and special maintenance ($1,818,615).

Provides additional appropriations totaling approximately $21.5 million from various special revenue funds for tourism promotion ($12,418,395), outdoor recreation grants ($3,459,842), parks cash fund operations ($36,444,198), and other tourism-related programs.

Includes special language provisions authorizing cash prizes up to $10,000 annually for state park contests, uniform purchases, tourism feasibility grants up to $15,000 per grant, and Mississippi River marketing plan implementation up to $15,000 annually.
