Reappropriates balances from Act 189 of 2010 capital improvement appropriations for the Department of Arkansas State Police, effective July 1, 2011.

Allocates funds for multiple projects including police communication enhancements ($75,000), state property maintenance and repairs ($500,000), fleet rotation ($4,000,000), and AWIN building/tower replacement ($1,000,002).

Appropriates $4,100,000 for AWIN Zone Controller purchase and installation, and combined $201,771 across four line items for the Winthrop Paul Rockefeller Arkansas State Police Hall of Honor construction.

Provides $75,000 for drug task force grants and $4,417 for Highway Patrol Troop Headquarters construction at locations in Hot Springs, Springdale, and Warren.

Requires compliance with state purchasing laws and fiscal control procedures; funds may be supplemented with grants, donations, federal funds, or agency cash income.
