Appropriates $75,000 to the Department of Education from the Public School Fund Account for grants and aid to local school districts for the International Baccalaureate Program for fiscal year 2011-2012.

Requires the Department of Education to allocate, budget, and commit the $75,000 for expenditure in the Public School Fund Account to support the International Baccalaureate Program grants and aid.

Funding provisions are effective only from July 1, 2011 through June 30, 2012.

Establishes that fund disbursement must comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws and regulations.

Declares an emergency clause effective July 1, 2011 to ensure the appropriation is essential for agency operations and to prevent irreparable harm to governmental programs.
