Amends Arkansas Code § 4-56-104(a)(2)(A) to clarify that "construction agreement" means the bargain of the parties as found in their language or inferred from circumstances including course of performance, course of dealing, or usage of trade.

Amends Arkansas Code § 4-75-714(b) to clarify that the Director of Arkansas Tobacco Control shall assign personnel as agents of the Arkansas Tobacco Control Board to conduct investigations of tobacco law violations.

Repeals and relocates Arkansas Code § 4-86-108 (Distribution of drug samples) to a new subchapter 4-86-201 and 4-86-202, establishing detailed definitions and requirements for drug sample distribution by manufacturers and authorized distributors.

Amends Arkansas Code § 4-88-502(a) and (b)(1) to clarify language regarding school calendar solicitations and disclosure of funds schools will receive.

Amends Arkansas Code § 4-113-103(a)(4) to clarify language recognizing the need for broadband backbone networks to support Arkansas's bandwidth demands for home and business use.
