Clarifies that employers cannot require employees or job applicants to pay for physical examinations, medical examinations, drug tests, or reports related to employment conditions.

Makes stylistic corrections to the mine inspector's annual report requirements by changing "enumerate" to "Enumerate" and "recommend" to "Recommend" and replacing "which" with "that".

Corrects a reference in fund transfer provisions by changing "Miscellaneous Agencies Services Fund Account" to remove the word "Services".

Amends the definition of "employer" for agricultural labor and domestic service by reorganizing subsections (4) and (5) and clarifying that wages from agricultural or domestic service are not counted when determining employer status under other subdivisions.

Preserves the validity of all acts passed during the Eighty-Eighth General Assembly regular session, with those acts taking precedence in case of conflict with this bill.
