Amends Arkansas Code § 27-49-212 to reorder and remove unused definitions of roadways, relettering subsections to reorganize "street or highway," "private road or driveway," "roadway," "sidewalk," "laned roadway," and "through highway"

Removes the unused definition of "solid tire" from § 27-49-214 and reletters the tire definitions

Repeals § 27-49-215(c) defining "road tractor" as an unused definition in motor vehicular traffic regulations

Amends § 27-50-505(a) to update language regarding "police authority" definitions and removes obsolete terminology in penalties and enforcement provisions

Repeals § 27-51-215 concerning the Arkansas Primary Highway Network speed limit study with a September 15, 2008 deadline, since that date has passed

Repeals § 27-51-1403 regarding obsolete requirements for drivers on mountain highways to use horn warnings

Clarifies references in §§ 27-50-910, 27-50-1201, 27-50-1203, 27-72-320, 27-72-321, and 27-116-401 to update outdated terminology and conform to current federal law
