Amends Arkansas Code § 14-14-1205 to authorize counties to provide medical insurance coverage for members of the quorum court in addition to other compensation and expense allowances.

Maintains per diem compensation requirements for justices of the peace at minimum $125 per regular meeting, with annual maximums ranging from $8,734 to $13,319 depending on county population.

Defines per diem compensation as a per calendar day allowance for attending quorum court meetings, regardless of meeting duration.

Allows quorum court members to receive per diem compensation for one meeting per year in which they are absent due to emergency or personal reasons.

Preserves existing provisions regarding compensation for justices serving in judicial capacity, restrictions on dual compensation from county funds, and constable compensation procedures.
