AR SB264

Establishes the Administrative Rule and Regulation Review Subcommittee under the Joint Budget Committee to review administrative rules during regular, fiscal, and extraordinary sessions of the General Assembly.

Subcommittee shall consist of 22 members: 9 appointed by the Senate Cochair of the Joint Budget Committee, 9 appointed by the House Cochair of the Joint Budget Committee, and the Cochairs and Co-vice chairs of the Legislative Council serving as ex officio members.

Subcommittee may only meet during regular, fiscal, or extraordinary sessions and shall meet at the call of the Cochairs; actions taken have the same effect as actions taken by the Legislative Council.

Requires the subcommittee to file a report of its actions with the Legislative Council as soon as practicable when meeting during legislative sessions.

Declares an emergency clause, stating the act becomes effective upon the Governor's approval, expiration of the veto period, or override of a gubernatorial veto.
