Establishes maximum of 11,627 regular employees for UAMS for fiscal year 2011-2012 with specified salary rates ranging from $24,217 to $299,289 across administrative, classified, and academic positions.

Appropriates $101.8 million from University of Arkansas Medical Center Fund and $1.9 billion from cash funds for personal services, operating expenses, and special programs including area health education centers and cancer research.

Authorizes 625 temporary/part-time employees, 410 nursing PRN pool positions, and 530 UAMS temporary pool positions as needed for supplemental staffing.

Establishes growth pools totaling 300 nonclassified positions (up to $293,550 salary) and 300 career service positions (up to C130 grade) for unanticipated personnel needs with Legislative Council approval required.

Includes provisions for special allowances, overtime eligibility for patient care staff, shift differentials up to 24%, domestic violence shelter funding ($7.1 million), child abuse programs ($5 million), and colorectal cancer screening research ($5 million).
