Establishes maximum of 2,283 regular employees for University of Central Arkansas for fiscal year 2011-2012, with detailed salary schedules for administrative, classified, and academic positions.

Appropriates $58,939,183 from the University of Central Arkansas Fund for state operations, including $43,188,000 for regular salaries, $3,000,000 for extra help, and $9,242,766 for personal service matching.

Appropriates $252,600,000 from cash funds for operations including $76,000,000 for regular salaries, $90,000,000 for operating expenses, $18,000,000 for capital outlay, and $15,000,000 for capital improvements.

Authorizes up to 1,600 temporary or part-time employees ("Extra Help") at rates not exceeding the Uniform Classification and Compensation Act.

Includes special provisions allowing contingent food service positions if current contract is cancelled, special allowances up to $10,000 for multi-sport coaches, voluntary payroll deductions for on-campus programs, and tuition reimbursement for faculty pursuing additional education in critical shortage areas.
