Establishes maximum of 289 regular employees for Arkansas State University - Newport for fiscal year 2011-2012, with detailed salary schedules for administrative, classified, and academic positions.

Appropriates $27,945,000 from cash funds for personal services and operating expenses, including $6,631,367 for regular salaries, $8,546,642 for capital improvements, and $700,000 for debt service.
