Appropriates $3,826,014 in cash funds to the Arkansas State Medical Board for fiscal year 2011-2012, comprised of regular salaries ($1,557,174), extra help ($15,000), personal services matching ($511,160), maintenance and general operations ($1,748,180), and refunds/reimbursements ($7,500).

Authorizes a maximum of 41 regular employees for the Medical Board, including one Medical Board Secretary/Treasurer, administrative staff, IT personnel, and 19 licensing coordinators.

Allows up to one part-time or temporary employee for extra help purposes at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Authorizes the Medical Board to expend $25 from each licensed physician annually to 501(c)(3) Arkansas foundations that provide identification, treatment, and monitoring services for healthcare professionals with alcohol or drug abuse problems.

Requires the Medical Board to request legal services from the Attorney General before hiring private attorneys, with exceptions only upon written certification that insufficient personnel are available and prior approval from the Arkansas Legislative Council or Joint Budget Committee.
