Establishes maximum of 278 regular employees for University of Arkansas Community College at Batesville for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $5,154,136 from state operations fund for regular salaries ($4,299,136), extra help ($100,000), personal service matching ($750,000), and funded depreciation ($5,000).

Appropriates $40,530,000 from cash funds for salaries, extra help, benefits, operating expenses, maintenance, capital outlay, debt service, capital improvements, and contingency reserves.

Declares emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the need for immediate funding to maintain essential college operations.
