Establishes maximum of 297 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2011-2012, with specified salary ranges from $36,982 to $137,340 depending on position.

Authorizes up to 110 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $6,372,805 from state operations funds for regular salaries ($4,870,000), extra help ($173,759), personal service matching ($1,304,046), maintenance and operations ($10,000), and overtime ($15,000).

Appropriates $29,775,000 from cash funds for regular salaries ($7,600,000), extra help ($500,000), personal service matching ($3,600,000), maintenance and operations ($10,305,000), capital improvements ($6,000,000), debt service ($1,200,000), and other expenses.

Establishes July 1, 2011 effective date and declares emergency clause due to constitutional requirement that appropriations cover only one-year periods.
