Establishes maximum number of regular employees (930 total) for University of Arkansas at Pine Bluff for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 924 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $28,243,112 from state operations fund for personal services, operating expenses, maintenance, professional fees, and funded depreciation.

Appropriates $111,760,000 from cash funds for regular salaries, extra help, personal service matching, operating expenses, capital improvements, debt service, and other institutional needs.

Allocates $252,558 annually to Jenkins Center in Pine Bluff for university training programs and specifies that 1890 Research and Extension Programs must receive 100% matching funds in base funding calculations.
