Establishes a maximum of 621 regular employees for the University of Arkansas at Monticello for fiscal year 2011-2012, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 790 temporary or part-time employees for the Monticello campus, 36 for the McGehee campus, and 36 for the Crossett campus, paid at rates per the Uniform Classification and Compensation Act.

Appropriates $14,361,631 from state operations funds and $55,162,380 from cash funds for Monticello's personal services and operating expenses for fiscal year ending June 30, 2012.

Appropriates $2,376,683 from state operations and $1,880,300 from cash funds for McGehee campus operations, and $1,812,927 from state operations and $2,007,320 from cash funds for Crossett campus operations.

Declares an emergency clause making the act effective July 1, 2011, and requires compliance with state procurement, accounting, budgetary procedures, and other fiscal control laws.
