Appropriates $6,124,612 from SAU-Tech Fund for personal services and operating expenses for fiscal year ending June 30, 2012, including $3,821,591 for regular salaries and $1,056,432 for personal service matching.

Appropriates $17,740,000 from cash funds for SAU-Tech operations, including $4,468,478 for regular salaries, $595,384 for extra help, and $2,000,000 for capital improvements.

Establishes maximum of 324 regular employees across various administrative, classified, and academic positions with specified salary ranges and grade levels.

Authorizes 175 part-time or temporary extra help employees for general operations, plus separate authorizations of 55 for Fire Training Academy and 50 for Environmental Training Academy.

Amends Arkansas Code 6-65-412 to allow Fire Training Academy to transfer appropriations between General Revenue and cash funds during declared emergencies, with required reporting to Legislative Council within 90 days.
