Amends Arkansas Code § 17-92-311 to establish confidentiality protections for public records related to Arkansas State Board of Pharmacy investigations of license holders and applicants.

Makes all investigation records confidential and exempt from the Freedom of Information Act during the investigation process, except records must be open for inspection by the license holder or applicant under investigation.

Requires investigation records to become public after the investigation concludes and all related proceedings (administrative hearings and appeals) are completed.

Excludes information that is otherwise exempt under the Freedom of Information Act from being disclosed in opened records, even after investigation conclusion.
