Amends Arkansas Code § 28-1-102(19) to define "personal representative" for purposes of obtaining medical records or asserting rights under the Health Insurance Portability and Accountability Act of 1996 (HIPAA)

Establishes a priority order of individuals who qualify as personal representative: executor or administrator, decedent's spouse, decedent's adult child, or decedent's adult sibling

The personal representative is determined as the first individual or category of individuals in the priority order who exists when the request for medical records or assertion of rights is made

Creates new Arkansas Code § 28-1-119 requiring the court to appoint a special administrator if more than one individual qualifies as personal representative under the adult child or adult sibling categories and a conflict exists among them
