Adds Arkansas Code Section 21-1-106 requiring public institutions of higher education and state-supported public hospitals to consider whether employment positions require effective oral communication in English when evaluating candidates

Requires institutions and hospitals to assess whether a potential employee's oral communication skills in English would materially interfere with job duty performance

Permits institutions and hospitals to employ individuals whose English oral communication skills would materially interfere with job performance

Mandates that institutions and hospitals provide an interpreter to assist any employee whose English oral communication skills materially interfere with performing duties in a position requiring effective oral communication in English
