Amends Arkansas Code § 27-21-102 to modify the definition of all-terrain vehicles (ATVs) to have three (3), four (4), or six (6) wheels and be 50 inches or less in width (reduced from 75 inches).

Changes the tire specification from "low pressure tire" to "nonhighway tire" and increases the rim diameter requirement from 12 inches to 14 inches or less, and operating pressure from 10 psi to 20 psi or less.

Adds a new definition for "Recreational off-highway vehicle" as a vehicle with four (4) or six (6) wheels, 75 inches or less in width, equipped with nonhighway tires, designed for off-road recreational use, with engine displacement of no more than 1,000 cubic centimeters.

Excludes golf carts, riding lawnmowers, and lawn or garden tractors from both all-terrain vehicle and recreational off-highway vehicle definitions.
