Amends the definition of "on-call contracting" to clarify that contractors must bid all subcontractor work with bids opened by the state agency or institution of higher education with the contractor present at bid opening.

Modifies the definition of "emergency contracting procedures" to include acquisitions funded in whole or in part with insurance proceeds that comply with Arkansas Building Authority minimum standards and criteria.

Requires that mechanical, plumbing, electrical, roofing, and sheet metal subcontractors named in a prime contractor's proposal be given contracts in accordance with their proposals.

Establishes that using unlicensed contractors on public works projects is a violation if the unlicensed contractors' work is valued at $20,000 or more.

Grants the board jurisdiction over violations related to unlicensed contractor usage under Arkansas Code § 17-25-103.
