Amends Arkansas Code § 21-4-216(a)(2) to add "prekindergarten" activities as a qualifying category for state employee leave for participation in children's educational activities.

Adds new subdivision (ix) to the definition of "educational activity" to include any activities listed in subdivisions (i) through (viii) that are connected with a prekindergarten program.

Defines "prekindergarten" as an educational and child development program for children who are at least 3 years of age but less than kindergarten age that is designed to prepare them for an academic kindergarten program.

Applies the same types of educational activities already covered for kindergarten and older children to prekindergarten programs, including parent-teacher conferences, tutoring, volunteer programs, field trips, classroom programs, and school committee meetings.
