Authorizes the Arkansas Geographic Information Systems Board to administer a Statewide Parcel Mapping Grant Program under the direction of the Arkansas Geographic Information Office to provide funding support to counties for parcel mapping completion.

Establishes grant eligibility for counties to initiate parcel map automation, accelerate parcel map automation completion, or support parcel map improvements.

Sets state funding at up to 60% of approved project costs with counties required to provide at least 40% matching funds, which may also include contributions from affected school districts and cities.

Requires matching funds to be deposited into the Geographic Information System Fund and authorizes the office to promulgate necessary administrative rules.

Declares an emergency effective July 1, 2011, citing enhancement of economic development, disaster response capability, and improvements to property tax assessment and revenue collection efficiency.
