Requires mineral owners or lessees to provide written notice by certified mail to surface owners at least 30 days before beginning exploration or development of minerals including oil, coal, lignite, and natural gas.

Notice must include a description of the exploration/development plan with proposed locations of roads, drill pads, pipeline routes, and other surface alterations, plus the proposed start date.

Surface owners may select alternative locations for alterations within the 30-day notice period if preferred and feasible, provided the selected locations do not make mineral exploration or development impossible due to geographic or geologic obstacles.

Surface owners must provide their location selections in writing to the contact person identified in the notice or be deemed to have accepted the mineral owner's proposed locations.

Notice must disclose all surface owner rights and include contact information (name, address, telephone, title) for a mineral owner/lessee representative available during the 30-day period.
