Removes the statute of limitations for prosecuting rape, sexual assault in all four degrees, incest, and related child sexual abuse offenses, allowing charges to be filed at any time.

Adds 14 specific sexual offenses against minors to the list of crimes with no time limit for prosecution, including child pornography, child exploitation, and trafficking offenses.

Extends the statute of limitations for non-sexual crimes against minors (battery, assault, kidnapping, false imprisonment) to allow prosecution after the victim turns 18 if the crime was never previously reported to law enforcement.

Allows prosecution of criminal attempt, solicitation, or conspiracy related to any offense listed in the statute of limitations extensions.
