Amends Arkansas Code § 10-3-2102(j) to add a fourth requirement that the continuing adequacy evaluation study review any related topics identified for further study by the House Committee on Education and the Senate Committee on Education.

Changes the report deadline from September 1 to November 1 of each year for the House and Senate Education Committees to file their findings and recommendations with legislative leadership prior to regular sessions.

Requires the report to include proposed implementation schedules with timelines, specific steps, responsible agencies and persons, needed resources, and draft bills for all necessary and recommended legislative changes.

Adds a requirement that before a fiscal session, the education committees shall review funding recommendations and any other matters that may affect the state's obligation to provide adequate education opportunities for all public school students.

Mandates that draft reports or amendments must be published at least 14 days before submission to the President Pro Tempore of the Senate and Speaker of the House of Representatives.
