Permits persons with qualifying disabilities and valid driver's licenses to operate all-terrain vehicles (ATVs) and golf carts on roads within developed recreation use areas in Arkansas state parks managed by the State Parks, Recreation, and Travel Commission.

Defines qualifying disability documents as Arkansas DV or DAV license plates, out-of-state disability plates with international symbol, America the Beautiful Access Pass or Golden Access Passport, or disability documentation from Social Security Administration or Department of Veteran Affairs establishing mobility-based disability.

Restricts operation to roads only within developed recreation use areas, including campgrounds, day-use and picnic areas, and cabin and lodge areas, and prohibits operating vehicles between separate recreation use areas.

Includes Arkansas Highway and Transportation Department S.H. 600 series drives within state parks as authorized roadways for ATV and golf cart operation.

Requires proper lights on ATVs and golf carts when operated from one-half hour after sunset to one-half hour before sunrise or during any time with insufficient light to discern persons at 500 feet distance.
