Director of the Department of Finance and Administration shall issue special license plates for the Arkansas School for the Deaf, designed in consultation with the Board of Trustees, featuring the words "Arkansas School for the Deaf" and a sign language hand shape for "I Love You"

Purchasers must pay a $25.00 design-use contribution (remitted monthly to the Arkansas School for the Deaf Foundation) and a $10.00 handling and administrative fee (deposited into the State Central Services Fund)

Plates may be renewed annually or replaced following existing procedures under Arkansas Code § 27-24-1405, with renewal fees remitted monthly to the Arkansas School for the Deaf Foundation

Arkansas School for the Deaf Foundation must submit an application within 120 days after the act's effective date, including proof of 501(c)(3) nonprofit status, Arkansas base of operations, and a financial plan for use of the special license plate proceeds

Director must notify the Board of Trustees and Foundation within 30 days after the act's effective date regarding the plate design status
